Under the IER rulebook on research titles (22 June 2026), NazivIER works out from your bibliography in COBISS and SICRIS which conditions for election you meet, guides you through your application and supports the whole procedure up to the decision of the Scientific Council.

Who it is for
Everyone in the procedure, in one place
Everyone sees only what their part of the procedure needs. What the titles are and what each one takes is explained after sign-in in the guide "How titles work", without reading the rulebook.
Researchers and assistants
See which conditions for a higher title you already meet and when your title expires, and prepare and submit your application with every attachment in one place.
HR
The register of titles and deadlines, completeness checks, e-mail reminders and the whole procedure in one place, with a log of every step.
Director
The commission proposal, checked against Article 17 as you pick its members, and an overview of all procedures.
Commissions
The invitation with the impartiality statement, access to the application once appointed, and a shared report with tracked changes.
Scientific Council
Electronic votes on appointing the commission and on the election, with the live result and the decision ready to sign.

How an election works
Seven steps under the rulebook. The app keeps track of the deadlines and reminds everyone involved in time.

HR lets you know
Six months before your title expires you get an e-mail.

You apply
At the latest four months before expiry. In NazivIER you pick the title, check the calculation, add what COBISS does not know and submit. For a first election or a higher title you can apply at any time.

HR checks the application is complete
If something is missing, you have 15 days to complete it.

The director proposes a commission
Within 15 days: three experts who hold at least the title you apply for and have no conflict of interest.

The Scientific Council appoints it
It votes within 20 days (in the app); the members then confirm they take part.

The commission assesses it
Within 30 days it writes a report on whether you meet the conditions. Only its members see it until the chair finalises it.

Within 15 days of the opinion. You receive the decision by e-mail and may appeal it.

Data protection
Your data
An application for a title holds personal data, so NazivIER is closed to the public and everyone sees only what the rulebook gives them.
Your work account
You sign in through the institute's Microsoft 365. NazivIER learns only your name and address from it; it has no access to your mail or files.
Who sees what
You, HR and the director see your calculation and application. A commission sees it only once the Scientific Council has appointed it and the member has accepted. How each council member voted stays secret.
Your data stays in the EU
The app and its data are on a server in the EU (Germany). Your bibliography comes from the public COBISS and SICRIS; you never enter the clients of confidential projects, a label is enough. To improve the app we record which pages and buttons are used (PostHog, EU servers), without the text on the pages, names or e-mail addresses. No advertising cookies, only the sign-in cookie.
Verifiable documents
The reports the app produces when you submit are digitally signed. Anyone can check on the "Verify a PDF" page that they are genuine and unchanged.
